Frank R. Wolf represented Virginia’s 10th congressional district in the U.S. House of Representatives from 1981 to 2015. While in Congress, Mr. Wolf was a fierce champion for human rights and international religious freedom. He was a main architect behind legislation to promote the interest of religious freedom in American foreign policy. Among other things, the International Religious Freedom Act of 1998 created the Office of International Religious Freedom at the U.S. State Department (and the position of Ambassador-at-Large), and the bipartisan U.S. Commission of International Religious Freedom (USCIRF).
